E-Bikes, Buggies and Shuttles for Hotels and Resorts: A Guide
By Axons Mobility Team · · 7 min read
The short answer
Hotels and resorts can offer guests e-bikes, golf buggies or a shuttle as a private fleet that only guests use. Guests get access through an app or by tapping a card on vehicles fitted with a reader, rides can be free or charged as flat fares or passes, and zones keep vehicles on the property by warning riders, slowing vehicles or cutting power. Self-driving stop-to-stop shuttles between the lobby, pool, beach and restaurants are a newer option, offered by Axons Mobility in beta.
Hotels and resorts can give guests e-bikes, golf buggies or a shuttle by running them as a private fleet: only guests can ride, access comes through an app or a card tap, and zones keep every vehicle on the property. Rides can be free as part of the stay, or charged as flat fares or passes. The right mix depends on the size of the property, its paths and the guests it serves.
This guide covers guest goals, access, pricing, zones, group rides, safety, languages, self-driving shuttles and upkeep, with a comparison table of the three main options.
What do guests want from getting around a property?
Start from the guest, not the vehicle. On a large property, guests usually want:
- No waiting. Calling reception for a buggy and waiting for a driver is fine once, but not for every trip to breakfast.
- Freedom to explore. An e-bike lets guests reach a far beach, a viewpoint or a restaurant on their own schedule.
- Something simple. No long sign-up, no confusing rules and instructions in their own language.
- Feeling safe. Paths that are clear, speeds that suit families and help nearby if something goes wrong.
The property has goals too: fewer staff tied up on buggy runs, vehicles that stay on site and tidy parking at the lobby and beach. Write both lists down before you choose vehicles.
Why run a private fleet for guests?
A public sharing app lets anyone ride. On a resort you want the opposite: vehicles that only guests, and perhaps staff, can see and use. A private, invite-only fleet does that. Guests are invited by phone number or email, for example at check-in, and can be given starting credit so their first rides cost nothing.
Separate fleets help as well. A staff fleet of buggies for housekeeping and maintenance can have different rules and prices from a guest fleet of e-bikes. In the Axons Mobility operator console, fleets can be private and invite-only, each with its own pricing and zones.
How do guests get access?
An app under the property’s brand
Guests download the app, sign up and scan a code on the vehicle to ride. A white-label app carries the property’s own name and look, so it feels like part of the stay rather than a third-party service. The Axons Mobility rider app runs on iOS and Android with Scan to Ride, reservations and payment by card, Apple Pay, Google Pay or wallet.
Tap-to-ride cards
Some guests do not want another app on holiday. On vehicles fitted with an NFC card reader, a guest can tap a card, much like a room key card, to start and end a ride. With Axons Mobility, cards are enrolled by tapping them on the vehicle’s reader, each card can be limited to certain vehicles, and every tap is logged. These cards are separate from the hotel’s room key system, so plan who hands them out and how they come back at check-out.
Should rides be free or charged?
- Free fleets. Rides are part of the stay. This suits buggies between villas and the lobby, and properties that sell an all-in experience.
- Flat fares. One price per ride, whatever the distance. Easy to explain, and it helps cover charging and repairs.
- Passes. One purchase covers rides for a set period, which suits longer leisure rides and longer stays.
- Time-based pricing with a daily cap. Suits e-bikes taken out for exploring, without a surprise bill at the end of the day.
If you want rides added to a guest’s room bill, ask providers directly, because that needs a link to hotel systems. With Axons Mobility, rides are free or paid in the app by card, Apple Pay, Google Pay or wallet.
How do zones keep vehicles on the property?
Zones are areas drawn on a map that change what a vehicle does inside or outside them. On a resort they do most of the rule-keeping for you.
- Service area around the property boundary, so vehicles are not ridden onto public roads.
- No-go zones over the beach, spa gardens, private villas or service yards.
- Speed limit zones near the pool, lobby, kids’ club and busy walkways.
- Parking zones at the lobby, beach club and restaurants, so vehicles are left where the next guest can find them.
- Charging zones where vehicles are returned to charge.
In Axons Mobility, each zone can warn the rider, throttle the vehicle, sound an alarm and throttle, or cut motor power after a grace period, with a custom message such as “This path leaves the resort. Please turn back.” Guests also see parking status and any fee before they end a ride, which avoids surprises later.
Can families and groups ride together?
Holidays are group trips. Group rides let one family or group ride out together, with each vehicle’s ride billed separately. Set clear rules for younger riders: decide which vehicles children may use and whether an adult must be present, and check those rules with your insurer and local requirements before launch.
Which safety checks suit hotel guests?
Guests are on holiday, so keep checks short and use the ones that match your real risks.
- ID check with a selfie, useful before handing over faster vehicles or buggies.
- Helmet photo check on the phone, if your rules call for helmets on e-bikes.
- Sobriety check, a 20-second test in the app, useful for rides after the bar or dinner.
- Emergency button that calls a number the property sets, such as security or the front desk, and shares the guest’s live location.
- Crash detection from a motion sensor on the vehicle, which records crashes at road speed.
Ride Replay also helps staff understand what happened after a complaint or incident. Our guide to rider safety in shared mobility covers each check in depth.
Do international guests need the app in their language?
Yes, if you want them to use it without asking staff for help. Instructions, safety checks and zone warnings only work if guests understand them. The Axons Mobility rider app is available in 8 languages, including Arabic, and the operator console for staff is available in 6 languages, including Arabic shown right to left.
Can a self-driving shuttle serve the lobby, beach and pool?
On properties with private roads or paths, a self-driving shuttle can run stop-to-stop between named places such as the lobby, beach, pool and restaurants. Guests pick a pickup and drop-off stop, hail a cart now or book ahead before a dinner reservation, and watch it arrive on a live map. When it arrives they have a set boarding window and press “I’m On Board”.
The cart’s own onboard computer does the driving. Axons Mobility runs the service around it: hailing, stops, the live map, the boarding safety timer and fares, which can be free or a flat fare. The boarding timer runs on the vehicle, so it keeps working where signal is patchy, and the cart checks its route before accepting a ride, with any refusal reason shown to the guest. This is a beta for closed sites, so plan it as a pilot.
Who looks after maintenance and charging?
Guests notice a flat tyre or an empty battery far more than a good ride. Build a simple routine:
- Daily checks of tyres, brakes, lights and seats before guests are up.
- Charging overnight or between busy times, in charging zones so staff know where to look.
- Repairs as work orders against each vehicle, with a stock of spare parts on site.
- A health score so staff fix the vehicles that need it most first. Axons Mobility Fleet Intelligence gives each vehicle a 100-point score.
- Remote lock from the live map at closing time or when a vehicle is left somewhere it should not be.
The connected device on each vehicle makes this possible, with remote lock and unlock, ignition, speed limit and alarm controls. See connected devices for what it does.

What should a hotel or resort ask a provider?
- Can we run a private fleet only guests and staff can use?
- Can guests ride with a card as well as an app, and how are cards enrolled and returned?
- Can rides be free, flat fare or covered by a pass, set per fleet?
- Can rides be charged to a room, or only paid in the app?
- What happens when a vehicle leaves the property or enters a no-go area?
- Which languages does the guest app support?
- Which safety checks are available, and can we choose which to use?
- Does the app carry our brand, on iOS and Android?
- How are repairs, parts and charging tracked?

Frequently asked questions
How does a resort e-bike rental system work?
A modern setup works like private bike sharing. Guests sign up in an app or are given a card, unlock an e-bike at a marked spot, ride around the property and end the ride in a parking zone. The resort decides who can ride, where bikes may go, how fast they can travel near pools and paths, and whether rides are free or charged.
Can hotel guests unlock a bike with a card instead of an app?
Yes, on vehicles fitted with an NFC card reader. The guest taps a card, much like a room key card, to start and end a ride. In Axons Mobility, cards are enrolled by tapping them on the vehicle’s reader, can be limited to certain vehicles, and every tap is logged. This is separate from the hotel’s room key system.
Should resort guests pay to use e-bikes and buggies?
Both work. Free rides treat the fleet as part of the stay and remove all friction. Charging a flat fare per ride or selling a pass helps cover repairs and charging and discourages vehicles being taken and left unused. A property can also keep a free fleet for short trips and charge for longer leisure rides.
How do you stop guests riding resort e-bikes off the property?
Draw a service area around the property and no-go zones over roads, beaches or private areas. When a vehicle enters one, good fleet software can warn the guest, slow the vehicle, sound an alarm and slow it, or cut motor power after a short grace period, with a clear message explaining why.
What does a self-driving resort shuttle service need?
Private paths or roads, a recorded route, named stops such as the lobby, pool, beach and restaurants, and carts whose onboard computer does the driving. Software then lets guests hail a cart or book ahead, watch it arrive and board within a set time. Axons Mobility self-driving shuttle software is in beta for closed sites.
